JAMMU, Jan 23: General Administration Department (GAD) today constituted a State Level Executive Committee (SLEC) for overseeing the implementation of National Livestock Mission (NLM).
According to order, Chief Secretary J&K will be the Chairman of the Committee and Administrative Secretary, Animal and Sheep Husbandry Department will be the member secretary.
Administrative Secretary, Forest Department, Admin-istrative Secretary, Department of Rural Development and Panchayati Raj, Dean, Faculty of Veterinary Sciences, SKUAST-Jammu, Dean, Faculty of Veterinary Sciences, SKUAST-Kashmir, Chairman, J&K Milk Producers Coope-rative Limited, representative of Planning and Development Department (not below the rank of Special Secretary), representative of Finance Department (not below the rank of Special Secretary), representative of Central Government (to be nominated by the Department of ASH, GoI), secretary, J&K Advisory Board for Development of Kissans and President, Poultry Association Jammu and Kashmir (to be nominated by respective Directorate of Jammu/Kashmir) will be the members of the committee.
The Committee shall prepare the strategic, perspective and annual action plan in consonance with Mission’s goal and objectives and in close co-ordination with the Technical Support Groups, State Agriculture, Universities and Indian Council of Agricultural Research (ICAR) Industries and oversee its implementation.
The Committee will organize baseline survey and feasibility studies in different parts of the State to determine status of fodder/livestock production, potential and demand and tailor assistance accordingly.
The Committee will receive funds from the national mission authority, State Government and other sources, pool financial resources for carrying on mission’s activities, maintain proper accounts thereof and submit utilization certificate to national mission authority. The Committee will release funds to implementing organizations and oversee, monitor and review implementation of the programme.
The Committee will assist and oversee mission’s programmes being implemented through Farmer’s Societies, NGOs, Growers Associations, Cooperatives, Self Help Groups and Farmers Producer Organizations (FPOs).
The Committee will organize workshops, seminars and training programmes for sensitization of all interest groups/associations at State/District/Sub-District level to provisions of National Livestock Mission (NLM), as also for technology transfer and skill development with the help of SAUs, ICAR Institutes, ATMAs/KVKs, Civil Society Organizations and other institutions having technical expertise.
The Committee will furnish monthly progress report to Department of Animal Husbandry, Dairying and Fisheries (DADF) and also upload same by 5th of each month on the website of the department/mission.
The committee will operationalize Informational Communication Technology (ICT) enabled Management Information System (MIS) upto the grass root level and if need be develop and host its own website. The committee will keep supervision and monitoring of the implementing agencies.
