Srinagar, Feb 7: Divisional Commissioner Kashmir, Rohit Kansal, today informed the Jammu and Kashmir High Court that 301 coaching centres across Kashmir are operating without registration and lack basic facilities.
Kansal after seeking information from the district heads and officials of Education Department submitted an elaborated report before the High Court wherein it has been stated that about 301unregistered Coaching centres are operating in Valley and they lack basic facilities like heating, seating, toilet, waiting halls.
District Anantnag is on top of the list of unregistered coaching centres where large numbers of coaching centres are running against High Court directions and regulations of 2010.
As per the communication of DC Anantnag addressed to Divisional Commissioner it is stated that out of 101 coaching centres in the district 14 centres have approached the office of CEO for seeking registration of their centers.
In Ganderbal district, 54 centres have been found running without any registration and as per the report they have been given notice providing therein to get their centres registered while as court had ordered closure of those centres which are not registered.
Information from Kargil district says 15 coaching centres are running without registration even though they are running in school buildings and authorities have instructed them to regulate norms within shortest period of time.
In district Pulwama authorities have shown that 32 coaching centres are without any registration and authorities have only warned them to follow the regulations and directions of court strictly.
In District Budgam, there are 26 centres, out of them only 5 as per the report are registered and 21 are unregistered. It is further stated that 25 centres are having sufficient accommodation, 23 centres have toilet facility, 10 centres have heating arrangements and 3 have suitable seating arrangements.
Regarding fee fixture it is stated that committee has fixed Rs. 3000 for class 11th and 12th (Medical and Non-Medical) while as Rs 1000 for class 11th and 12th (Arts). Further Rs 600, Rs 500 and Rs 400 has been fixed as fee for class 10th, 9th and 8th respectively.
In Baramulla there are 6 centres that have been inspected and their infrastructure has shown improvement over the period of time but in Tehsil Sopore, 13 centers as per the report are not adhering to the court directions and regulation and authorities have directed them to adhere the norms.
In District Kulgam the authorities have inspected 8 centres and out of them 5 have applied for registration and registration of 3 centres is in pipe line. While as information from district Bandipora says that 3 committee have been constituted to check the coaching centres in Aloosa, Sonawari, and Gurez tehsils of the district. It is also mentioned in the report that all the coaching centres have been given three days time to get their centres registered and also comply with the court directions and regulations of 2010.
In Handwara and Trehgam, reports from Deputy Chief Education Officer has said that 30 and 9 centers are operating without registration while as Deputy Commissioner Kupwara without giving any details of registered and unregistered centers has made the coaching center owners aware about facilities to be provided and instructions to be followed strictly.
In District Shopian out of 14 centers 5 are lacking facilities and are unregistered and they have been directed to make the requisite facilities immediately or face action.
From the coaching center hub in Parraypora and Barzulla in out skirts of Srinagar authorities have after inspection opined that VIP-T coaching centre, Vision college, Kashmir Institute of Education, ISR centre, VIBS center, PIE centre and Impulse coaching centre have been found unhygienic, utterly bereft of facilities, devoid of requisite facilities, does not comply norms, and lack facilities and as such deserves closure.
Divisional Commissioner in his affidavit has stated that after receiving court orders, he convened a meeting with all Deputy Commissioners of Kashmir valley through video conferencing and strict instructions were passed to all the DCs to inspect all the coaching centres and tuition centres along with CEOs of their respective districts and report whether appropriate facilities in terms of Rules of 2010 and orders of court are being complied with or not.
Meanwhile coaching center association has submitted undertaking of about 150 coaching centres indicating that direction of court and Rules and Regulation of 2010 are being complied with and coaching centres will abide by the directions of the court.
