Sr R&B engineers seek Vohra’s intervention

JAMMU, Feb 8: The senior aggrieved engineers of PWD (R&B) have sought the intervention of Governor N N Vohra in the matter of proposed promotions of Superintending engineers being considered by the concerned Administrative department.
The aggrieved engineers including D K Khanna and Pradeeep K Sharma in a communication to the Governor have said that they have apprehensions that these promotions to the vacant posts of SEs are being considered  by the R&B Department without giving any consideration to the merit, seniority and the cadre strength rules. The senior most engineers are being made to suffer as the junior ones who have got accelerated promotions by virtue of reservation rules but not entitled to accelerated seniority have been placed at higher positions without regularization of their adhoc promotions by the PSC/DPC.
They further stated that the persons holding substantive posts of only Assistance Engineers  and not regularized even as Assistant Executive Engineers, vide order No 380 PW (R&B) of 2014, of 20-8-2014, have been given charge of Superintending  Engineers by ignoring all the service rules. Even the orders of the High Court dated 30-12-2013 with regard to quashing these illegal promotions, have not been implemented by those at the helm of affairs. As per Service Rules, the promotions to the cadre of SEs are not covered under Reservation Rules. The senior engineers, have sought the immediate attention of the State Governor into the matter so that wrong doings be placed under check.
