SRINAGAR, Feb 17: Executive Officer of Municipal Committee Devsar in South Kashmir’s Kulgam district has been suspended after large scale fraudulent engagements were found made by him.
The fraudulent engagement scam surfaced after Chief Executive Officer Municipal Committee Devsar in response to an RTI (MC/DVR/14-15/615-17 dated 13-02-15) revealed that 90 people were engaged in the Municipal Committee Devsar since May 2010.
Some of the engaged persons are without parentage, addresses and order numbers under which they were engaged. Out of 90 persons 79 were engaged by the Chief Executive Officer Municipal Committee Devsar and rest 11were engaged by him on the recommendations of MLA, MLC and Administrator Municipal Committee Devsar.
One of the engaged persons, Nazir Ahmad Wani has his address as JK Bank Lal Bazar and there is no parentage mentioned. This appointment has been made by the Executive Officer Guhar Ali Tugoo and there is no order number mentioned against his appointment.
Another person is Irshad Ahmad Wani and his address is shown as JK Bank Razi Kadal. He has also been appointed by Tugoo and there is also no order number mentioned under which he was engaged. Amir Gul who was also engaged has his address as JK Bijbehara and has also been engaged by Tugoo.
Two more, Mohammad Ashraf Wani and Mohsin, were also appointed by the Executive Officer Guhar Ali Tugoo and there is no mention of their parentage and address in the records and nor there is any mention of the order numbers under which they were engaged.
According to reports Sameer Ahmad Sheikh who was also engaged by Tugoo is studying in 9th standard. He was engaged four years ago.
Additional Deputy Commissioner Kulgam, Sajjad Hussain, who is also administrator of Municipal Committees of the district said that the Executive Officer has been suspended and 72 employees of the Municipality have been disengaged and enquiry has been ordered against the engagement of 17 others.
“I spoke to Executive Officer. We have disengaged 72 persons and have ordered inquiry into engagement of 17 others. We will not allow such type of illegal appointments in the Municipalities of the district. We have also suspended the Executive Officer Guhar Ali Tagoo”, said Hussain.
