Govt increases ceiling on migrant patients’ mediclaim up to Rs 5 lakh

JAMMU, Feb 19: With the amendment in Jammu and Kashmir Migrants Welfare Fund rules 2007, the State Government has kept maximum ceiling of Rs five lakh per migrant patient for his treatment in the hospital and the money will directly go to hospital where the patient is under going treatment.
The amendment in Migrant Welfare Fund rules was made by the Empower Committee which met here under the chairmanship of Chief Secretary, Iqbal Khandey.
The other members present in the meeting included Commissioner/ Secretary Revenue Vinod Kaul, Divisional Commissioner Jammu Shantmanu, Relief and Rehabilitation Commissioner Migrants R K Pandita, Director Health Services Jammu B S Pathania, Director School Education, Director General Budget and Chief Engineer, M&RE, Jammu.
Earlier the migrants were entitled to medical reimbursement of Rs 20,000 to 75,000 which has been now enhanced to Rs five lakh per patient.
As per the order patients with chronic diseases and requiring hospitalization-cum-surgeries will be entitled for advance payment by way of transfer of the said amount directly to the hospitals as per the actual estimated cost received from the hospitals for the treatment of the migrant patients subject to a maximum ceiling of Rs five lakh per patient.
However, the preferences will be given to such cases which are under going treatment in Government owned hospitals. The private hospitals can also be considered for transfer of amount subject to the condition that these hospitals fall within the list of recognized medical institutions as per the medical attendance rules of the State, the order further reads.
As per the order for the life consuming diseases, the patients will be reimbursed amount incurred by them on purchase of medicines only after the vouchers are certified by the Head of the Department of the recognized hospital and countersigned by concerned officer to be designated by the Health Department for this purpose. However the annual ceiling of such reimbursement will be Rs two lakh per patient.
Regarding other ailments where hospitalization or surgery is required the migrant patients will be reimbursed the expenses incurred up to Rs one lakh per patient per annum and in case Relief Commissioner certifies that patient needs such amount in advance same can be considered by the Empowerment Committee. But this facility will be available on case to case basis.
According to the Order the patient will be entitled for the reimbursement /payment subject to condition that the hospital falls in the list of institutes figured in the medical attendance rules of the State.
It further states the Relief Commissioner after receiving the estimates will transfer the amount to the concerned hospital within six days. He will be at liberty to consult the Director Health Services in this regard, if otherwise required and subsequently the matter will be placed for confirmation before the designated Committee. The Director Health Services can convey his agreement or disagreement within three days after receiving such case from Relief Commissioner, the order adds.
The meeting decided that the Empowered Committee can meet on 8th of every month for considering claims above Rs 2.50 lakh. It said that in case no claim of Rs 2.50 lakh and above is received from the Relief Organization, the Revenue Department will apprise Chief Secretary in advance accordingly.
The meeting also decided that in case any migrant patient requires amount exceeding the ceiling of Rs five lakh as fixed by the Committee, such cases will be referred to Finance Department and Red Cross for sanction of the balance amount.
