Dispose of complaints about fake degrees promptly: SVC to Edu Deptt

JAMMU, Feb 25: State Vigilance Commission today directed the Education Department to dispose of the complaints regarding appointments and promotions on the basis of fake degrees after getting these degrees verified in a time bound manner and register cases against the delinquents.
The Chief Vigilance Commissioner Kuldeep Khoda issued this direction while chairing a meeting of the Commission convened to discuss complaints/enquires pending disposal in the Education Department.
During the meeting, it was brought to the notice of the Commission that Class-IV appointments in the Education Department were made in violation of norms and criteria for interview was increased from 20% to 40% without obtaining sanction/approval from the competent authority in order to accommodate blue eyed candidates.
Various other issues including complaints regarding Sarva Shiksha Abhiyan (SSA) in which ReT Teachers have been appointed on fake PRCs, Mid Day Meals, which are either non-existent or in deplorable condition in most of the schools and construction of schools which are either left incomplete or payments drawn against these without completion of work also came up for discussion.
The Commission directed Education Department to device a mechanism so that corrective measures are put in place. It was further directed to impart training to Headmasters/Principals in financial matters as they are functioning as DDOs also. The Additional Secretary, Education Department was also directed to dispose of and take action on the complaints regarding appointments/promotions on the basis of fake degrees after getting the same verified in a time bound manner and register cases against the delinquents.
Regarding scholarships, the Department was directed to look into the irregularities made while awarding scholarships to deserving candidates, which should go directly in their bank accounts that may be opened and maintained for this purpose. It was further directed to arrange for proper maintenance and safe custody of school records.
“The erring officers/officials at any level need to be brought to book and action both administrative and criminal be taken against them”, the Commission stressed, adding the Department should educate DVOs and AVOs regarding conduct of enquires.
Regarding the supervision of CVOs, DVOs and AVOs by the Commission, it was asserted that their work and conduct report will be directly sent to the accepting authorities before their APRs are accepted.
The representative of Director School Education, Kashmir informed the meeting that out of 48 fresh complaints 20 complaints have been disposed of. In one case, FIR has been registered and in another case, recovery of embezzled amount has been recommended from the erring officials.
The Commission gave 45 days period for disposal of all pending complaints/enquiries. It was made clear that in case of non-completion of any enquiry/complaint within the stipulated time, the concerned DVO shall submit a status report to the Commission along with request for extending the time period with specific reasons which will be extended on genuine grounds.
It was elaborated by Secretary SVC that out of 1174 complaints/enquires 151 are pending with Administrative Department, 407 with Director School Education Jammu, 358 with Director School Education Kashmir, 135 with Police Department and 123 with other departments.
The meeting was attended by R K Jerath, Vigilance Commissioner, Gous-ul-Nisa, Vigilance Commissioner, Sheikh Owais, Director Vigilance Organization and IGP Vigilance Organization etc.
