JAMMU, Mar 9: Minister for Revenue, Javaid Mustafa Mir has directed that all Patwaris who have been appointed in Rural/ Home Districts and are presently serving in other districts in violation of the rules, be reverted to their parent districts.
This decision was taken in a meeting held to review the functioning of the department. The Minister observed that a good number of Patwaris who have been appointed against the particular District Cadre post have subsequently managed their transfers to other districts and most of these Patwaris have been adjusted in Srinagar and Jammu districts. The Minister observed that as per recruitment rules, the post of Patwari is a District Cadre post and cannot be transferred to other districts as the seniority is being maintained in their parent district where they are actually appointed.
The Minister said that shifting of Patwaris from Rural Districts where they have been appointed to urban areas is also hampering the routine work and people are made to suffer. He also observed that the people have to seek documents from revenue authorities for seeking benefits available under various welfare schemes and in absence of sufficient number of revenue officials at the field level the people are also not able to receive benefits under such welfare schemes.
The Minister accordingly directed that all Patwaris be reverted to their parent districts where they had actually been appointed and are serving outside their parent District. Strict instructions have been conveyed vide Government Order No. Rev/NG/52 of 2015 dated 09-03-2015 to all the Deputy Commissioners as well as the drawing and disbursing officers for implementation of the orders have been asked to submit compliance report within one week.
