Basharat constitutes committee to monitor progress on judicial infrastructure

JAMMU, Mar 9: Considering the importance of timely completion of various ongoing construction projects for raising judicial infrastructure in the State, Minister for Law, Justice and Parliamentary Affairs & Relief and Rehabilitation, Syed Basharat Ahmed Bukhari today directed the Law Secretary to constitute a committee that will report on the reasons of delay in projects, reasons of cost escalation and will fix level of responsibility in such cases. The committee will consist of an engineering expert, an architect and representative of the Law Department.
Minister while chairing a meeting to review various projects being carried out by different executing agencies including PWD (R&B), JKPCC Ltd, J&K Housing Board, J&K Police Housing Corporation, etc said that delay in the completion of judicial projects, not only holds up the development of the infrastructure and causes cost escalation, but also hinders the functioning of the courts hampering the legal process.
Reiterating that it will always be the priority of the Government to facilitate speedy justice dispensation, the Minister said that in order to facilitate the smooth functioning of judiciary it is important that the judicial infrastructure is completed in a time bound manner.
During the meeting a detailed resume of the ongoing projects was given including New Legislature Complex at Jammu, Lawyers Chambers at High Court, Srinagar and Jammu, District Court Complex at Pulwama, Lawyers Chambers at District Court Complex, Mominabad, Srinagar, District Court Complex at Udhampur and District Court Complex at Doda.
Urging timely completion of the projects, the Minister said that in course of the week, he would carry out on spot inspection of new Legislature Complex, Jammu, ADR Centre, Udhampur and District Court Complex, Samba. The Minister said that in order to facilitate monitoring of projects, Web Cams should be installed at the sites.
The Minister also suggested the executing agencies to come up with a prototype structure that can be followed in all the designs of the judicial infrastructure in the State.
The Minister stressed the Law Department to monitor the progress of all ongoing projects on weekly basis.
