The State Government has given mass promotion in the schools falling in winter zones of Kashmir division as well as in some parts of winter zone of Jammu division due to the flash floods last year vide Govt. order No. 94 Edu of 2015 dt. 07-03-2015. No doubt, there was a huge natural calamity both in Jammu and Kashmir divisions for which the students of winter zones could not attend their classes and lost their studies. The Govt. has taken a right decision in giving them mass promotion but here again the Education Minister has played a discriminatory role in giving mass promotion to the border students who were also disturbed in 2014 due to the mortar shelling by Pakistan and the schools in these border areas right from Kathua upto Poonch Rajouri remained almost closed during half of the session like winter zones. The students of these border areas have not attended their classes regularly due to disturbances from shelling across the border.Throughout the year war like situation occurred in these border areas and many people lost their lives but the Govt. has not given any attention towards the plight of these poor children even. Rather the Govt. has given them step motherly treatment in case of mass promotion.
Why is the mass promotion not considered in case of border migrants by the Education Deptt.is a big question mark?
