JAMMU, Apr 1: State Vigilance Organization has yet not completed probe into Ganpat bridge, which remains incomplete despite expenditure to the tune of Rs 25 crore.
This was revealed by Minister Incharge R&B in the Legislative Assembly in response to the question of BJP MLA from Doda, Shakti Raj Parihar.
“The case is under investigation with the Vigilance Organization, which had registered FIR in 2011 against the officers and sub-contractor”, the Minister said.
The cost of this project has been revised from Rs 2995 lakh to Rs 3571 lakh due to time over-run, reimbursement of actual service tax and price variation adjustment on account of increase in cost of material, wages and other overheads.
The Minister said that to check the design of main consultant it was decided by the management of Jammu and Kashmir Projects Construction Corporation to engage the proof consultant of repute. Accordingly, Prof A K Nagpal of IIT Delhi was engaged on September 28, 2010 and final report of the consultant was received on February 13, 2012 wherein it was concluded that it is unsafe to proceed further with the work.
Later, T K Basu was engaged as independent consultant on April 10, 2014 to assess the viability of further construction of the bridge in view of proof consultant’s report. On the basis of viability report, the re-investigation of sub soil strata was taken up and completed in the month of March 2014.
“The soil investigation report and geo-technical report along with modified superstructure design was submitted to the Technical Sub-Committee in the month of April 2014”, the Minister said. He, however, expressed ignorance about further developments.
