453 Kashmiri youth came with 197 Pak wives via Nepal: Govt

JAMMU, Apr 6: 453 Kashmiri youth who crossed over to that side during militancy, came via Nepal along with 147 wives and 603 children since 2010.
Replying to a question of NC member Dr B A Veeri in the Legislative Council, Minister for Horticulture, Haj and Auqaf said that since the notification of Rahabilitation policy in 2010, no Kashmiri youth has returned to the State from Pakistan/PoK through the four approved routes.   However, 453 misguided youth, along with Pak 147 wives and 603 children  have returned to J&K via Nepal which is not a recognised route. About 4000 youth are said to be still there on that side.
The minister further said acting on the recommendations of the Working Group (constituted by then Prime Minister in 2006) the State Government in consultation with the Union Ministry of Home Affairs, had in November, 2010 notified the policy and procedure for the return of misguided youth, who had crossed to PoK/Pak.
Abdul Rehman Veeri while replying on behalf of Home Minister said  that since the notification of the Policy in 2010, none of the youth has returned to the State of J&K through the four approved routes.
The minister in response to another question said that most of the Kashmiri youth gone on that side for arms training are willing to come back. The members asked how many were rehabilitated and how many were yet to be rehabilitated.
Since the member was not satisfied by the reply of the minister, he pressed for the proper response. The Acting Chairman Jehangir Mir did not allow the member to ask the question and Dr Veeri staged walk out in protest.
Earlier, the minister in the reply said that five Working Groups were constituted by the then Prime Minister Dr Manmohan Singh in 2006. He said the recommendations of the worming groups were being implemented. He however, avoided to give details of the recommendations implemented when pressed by the member.  The groups have favoured settlement of West Pakistan and PoK Refugees, to start unconditional dialogue process with the militant groups for finding sustainable solution. It has also suggested for balanced regional development, economical  development of certain communities  and the need for more power projects.
