8 more blocks to be covered under Umeed

JAMMU, Apr 10: The 4th Executive Council meeting of National Rural Livelihoods Mission (Umeed) was held here today under the chairmanship of Chief Secretary, Iqbal Khandey. The Executive Council approved bringing eight more blocks in the State under NRLM.
A Centrally Sponsored Scheme, the National Rural Livelihoods Mission (NRLM) was launched in the State in 2012-13. It envisages bringing 66% of the rural households, both BPL and non-BPL, into the Self Help Group fold. The Union Cabinet had approved a Special Dispensation for J&K under NRLM wherein the allocations to the State were delinked from poverty ratio. The Centre sanctioned Rs 750 crore project to be implemented in J&K in a phased manner in five years.
The Mission brings women from rural areas on the platform of Self Help Groups, trains them to create their own capital, provides capital from Government in the form of Revolving Fund (RF) and Community Investment Fund (CIF) and links them to the bank for enhancing their existing livelihoods or creating new livelihood so as to bring the family out of poverty.
Mission Director Umeed, Dr. Arun Manhas, while presenting an overview on the status of the implementation of the programme, said that during 2014-15, Umeed was extended to 6 more blocks taking the total number of blocks under the Mission to 17. These include, Basohli, Chenani, Bishnah, Gagwal, Gundana, Kalakote, Bhaderwah, Dansal and Kishtwar in Jammu division and Lar, Khansahab, Kupwara, Sumbal, Singhpora, Khoveripora, Breng and Pulwama in Kashmir division.
The Executive Council approved bringing 8 more blocks including one block each in Leh and Kargil under the Mission in 2015-16.
Meanwhile, the Mission Director informed that Annual Action Plan for the financial year 2015-16 has been approved by the Union Ministry of Rural Development and in the first instance Rs. 50 crore will be released to the State and further funds will be released after mid- term appraisal in September.
Administrative Secretaries of Rural Development Department, Education, Health, Agriculture, Social Welfare, Animal Husbandry and others, representatives from RBI, NABARD, J&K Bank, SBI, etc besides State Representative, NRLM, Yogita Rana were present in the meeting.
