It sounds incredible. Five Indian System of Medicines dispensaries were opened by the Directorate of Indian System of Medicines in Kupwara Assembly constituency under verbal orders of the Director ISM. There was no cabinet sanction to this effect. The Director of ISM voluntarily took the initiative of ordering these dispensaries only to garner votes for the contesting candidate who otherwise did not expect he would win the election. Now that elections are over, these illegal dispensaries are shut down to the great discomfiture of the people who did not know the story of how fake and fraudulent these were. This shows how Government machinery is directly or indirectly involved in elections and despite such blatant irregularities, the Assembly elections are claimed to be free and fair. We think this is a good case for the Vigilance Organization to probe into and find out to what extent it is true that these dispensaries were opened only to influence the voters. The State Election Commission should also order probe into the case and bring out the truth about the allegations that a Government officers, the head of the department, was involved in the fraud on electorate.
