JAMMU, Apr 25: Asking the State Government to withdraw its purported Ordinance on new recruitment policy, National Conference provincial president Devender  Singh Rana today demanded a special session of the State Assembly for debating the controversial issue.
“Rising above petty politics and ego, the PDP-BJP Government should convene a special session of the State Assembly exclusively for debating pros and cons of the new recruitment policy in the House by elected representatives,” he said while addressing a hurriedly called press conference at the NC headquarters, here today.
Rejecting the Government claims that the new policy was being introduced to fast rack the recruitment process for 15000 posts, Mr Rana sought to know why the institutions like Service Selection Board and Public Service Commission were bypassed and not involved in the exercise. “Further, there is no guarantee of regularization of the service even after seven years and moreover who will determine the satisfaction level,” he asked?
“DNA of the new recruitment policy is against basic structure for welfare of the people and Ordinance on the same betrays all institutions as well as basic rights of the youth,” he alleged and also warned that the lopsided policy would encourage corruption.
Lauding the Governor N N Vohra for reportedly sending the new recruitment policy Ordinance back to the State Government, Mr Rana suggested that PDP-BJP coalition should not adopt a confrontational path but withdraw this Ordinance on the controversial policy.
Making a comparison of a similar recruitment policy introduced by the previous NC-Congress coalition Government, Mr Rana explained that they had proposed regularization after five years of service and that too without any pre-condition. “Despite this, the people rejected us but this PDP-BJP Government seems to have not learnt a lesson from the past developments,” he added and warned a mass movement on the issue. He informed that a delegation of NC submitted a memorandum to Governor N N Vohra and registered the party’s reservations against the new recruitment policy.
The NC provincial president also criticized the purported tendering of Police recruitment by private agency and warned that such illogic practice would demoralize the law enforcing agency besides bulldozing basic ethos of Police.  “Government should clarify on the terms and conditions in this regard besides informing about the agency,” he said.
Replying to a query, Mr Rana reiterated that the NC was in favour of opening AIIMS at Srinagar, Jammu and Ladakh.
