New recruitment policy not enough

Sir,
Jammu and Kashmir government is in serious financial trouble. Many of the employees in different departments are without salary for several months. To fill vacancies in different departments, Goverment has once again formulated so called new recruitment policy which was opposed by both PDP and BJP during Omar led Government. Under this policy contractual appointments would be made for seven years after which committee would consider the case of regularisation of those appointees subject to satisfactory performance of employees. But this satisfactory clause will give birth to bossism and corruption  and will keep the employees in a constant uncertainty with meagre salary .If Government is really serious in improving  the financial position of state, it should make state  assembly unicameral by abolishing upper house legislative council.  The salaries of  MLCs  are great burden to the state exchequer without any productive work being done by these council members. Besides ministers should make judicious use of facilities provided to them. The reduction of salary of MLAs and ministers would be welcome step to the people. It is unfortunate that like successive Goverments present Government instead of taking progressive step towards industrialisation, horticulture, tourism etc is more inclined towards the regressive steps. It talks of rehabilitation of terrorist while peace loving educated youth have only disappointments in their kitty.
