This refers to the news item’Solid Waste Management no priority for Govt(DE Apr26,2015).Solid Waste Management is the process of collection,treatment and disposal of solid waste produced as a result of various human and other activities.There is little doubt that in the modern society and as a result of surging population and urbanization ,thousands of tonnes of solid waste is produced everyday and its effective disposal is imperative for the healthy civic life of the citizens.But it is sad that programmes pertaining to safe and scientific disposal of solid waste management are not implemented in our state.Despite financial help extended by the Union Government, our state has not been able to implement projects related to solid waste management under Urban Infrastructure Development Scheme for Small and Medium Towns(UIDSSMT) in the towns of Poonch, Kathua ,Bhaderwah, Sunderbani ,Samba, Doda and Akhnoor earmarked for provision of solid waste management facilities and thus provide better civic facilities in these cities and towns due to non availability of feasible land for construction of projects by the National Buildings Construction Corporation (NBCC)
The present state Government ought to make fresh attempt to seek fresh funds from the Union Government for the implementation of solid waste management programme in the state and take urgent measures to improve the health facilities of the people.The institutions such as hotels, marriage halls, dhabha owners etc where a large amount of solid waste is generated should be charged tax on this account. People must be made aware about the hazards of solid waste, especially non biodegradable. They must also be exhorted to use things such as carrybags made of biodegradable materials so that they decompose easily and donot cause environmental problems.Modern plants should be installed to dispose off solid and liquid waste in a safe manner.Safe and scientific disposal of solid waste management is an indicator of the provision of proper civic facilities in the towns and cities and the Government should come up with an ambitious plan to construct waste disposal plants to dispose solid waste in such a manner that most of it is recycled so that the life of people is made healthier.
