Court directs for further investigation in suicide case

JAMMU, May 7: Railway Magistrate Jammu, Sandeep Gandotra today returned the challan in suicide case with the direction to the police for further investigation.
After considering the challan, Railway Magistrate observed, “a perusal of the challan reveals that the investigation has been conducted in most unprofessional manner and the SHO and SDPO City West have acted merely as rubber stamps and passed the challan without application of mind, ignoring the fact that a precious life has been lost”.
“The IO seized the suicide note of Deepak Kumar on 25-02-2015. Subsequently, on 01-03-2015 Deepak Kumar succumbed to his injuries and died. The most important piece of evidence with the Investigating Officer in this case is the suicide note of the deceased. In the suicide note, he has categorically written that Miss Sonika has cheated him. She had promised to marry him and later on she had refused”, the court observed.
“For the reason best known to the Investigating Officer he has totally ignored this note and not made any investigation from the person mentioned in this suicide note. It is important to note that the accused Deepak Kumar has categorically mentioned in his suicide note that the persons mentioned in the suicide note should not be left after his death”, the court said.
“The Investigating Officer has neither enquired from the parents of the deceased nor from parents of Miss Sonika, employees of Super Specialty Hospital Jammu and of Hotel Meridian. It is very unfortunate reflection of the working of police in our State. The Investigating Officer has not conducted the investigation thoroughly and professionally and left many loopholes. No investigation has been conducted as to what prompted the deceased to commit suicide. The challan is, as such, sent to SSP Jammu for further investigation to be conducted by any officer not below the rank of SP. He shall submit the challan after proper investigation within one month”, the court directed.
