The new recruitment policy proposed by the Government is broadly being criticised in every nook and corner of the state. There are many harmful provisions in the policy which are simply sufficient for the frustration of the educated unemployed youth of the state. A long period of seven years is required for consideration of their regularisation. This period also requires a satisfactory service with compariatively much less remuneration than their counterparts in the regular service. The Reservation Act is in force in our state and no provision of reservation has been proposed in the policy. But if we think keeping in mind the welfare of the society and the unemployed educated youth as a whole we can see that the scheme is carrying some advantages also. There is a large number of unemployed youth in our state with very less avenues of employment in private sector. The Government is also not having sufficient resources and is unable to even pay the salaries to all its employees in time. Almost every youth aspires for a Government job due to some incentives attached with it and always blame the Government for not coming out with a scheme to control the unemployment. But when the Government comes out with one we always criticise it. The opposition political parties also come forward for its criticism for attainment of their political mileage.
The new policy can benefit the unemployed youth as there shall be a speedy recruitment process. More youth can be accommodated as two or more youth can be given employment as against the one in the present system. Moreover the salary shall be comparatively higher than being paid under Rehbre-Taleem or Rehbre-Zerait like schemes. There is huge shortage of employees in offices located in rural and far flung areas and the people are the ultimate sufferers. As the employment shall be done on distict level and hence there shall not be any difficulty to the youth in serving the people in their own district and there shall be rationalised utilisation of human resource. But before the policy is brought into operation, the following amendments are required to be made to minimise its criticism and make it more youth friendly.
As the Reservation Act is in force in J&K State, the provision of reservation should be made in the interest of the reserved categpries and to avoid the violation of the Act.
The contractual period of 7 years is too long , it should be reduced to 5 years.
After the period of contractual service is over, every employee should be made regular as the proposed clause of satisfactory service shall give rise to favouritism and nepotism and a sense of insecurity among the youth.
