Fix ceilings of labour budget for panchayats: EC

SRINAGAR, Aug 14: The Committee on Estimates (EC) of Legislative Assembly headed by its Chairman Ch Mohammad Ramzan today directed the officers of Rural Development Department (RDD) to fix target for works to be executed under MGNERGA in each panchayat.
In the meeting of EC, legislators, Dr. Mustafa Kamal, A. R. Veeri, Mohammad Sharief Niaz, G. M. Saroori, Mohammad Yasin Shah, Ashwani Kumar Sharma and Mohammad Ashraf Mir stressed for preparation of shelf project well in time so that the benefits could percolate down to the needy persons.
The panel sought detailed information from RDD authorities about the approved plan under MGNERGA for Doda, Kupwara and Anantnag districts within a week’s time for its scrutiny.
The Committee recommended for enhancing competence of approval of works taken under MGNERGA for Assistant Engineer at par with Block Development Officer (BDO), from Rs. 1 lakh to Rs 2 lakh, Assistant Commissioner Development from Rs 2 lakh to Rs 5 lakh and Director RDD for Rs 5 lakh to Rs 10 lakh.
It was informed in the meeting that a new scheme Integrated Water Shed Management Programme has been started by the department. The Committee asked the concerned to work in tandem and involve Forest, Soil Conservation Departments besides LAWDA to make the programme more result oriented.
Among others, Commissioner/Secretary, RDD Farooq Ahmad Peer, Director General, Accounts and Treasuries Wali Mohammad Bhat, Director RDD Kashmir Altaf Ahmad and other officers from RDD and Assembly Secretariat attended the meeting.
