HC denies pre-arrest bail to Sr Asstt

JAMMU, June 19: High Court has rejected the pre-arrest bail application of Muzaffar Iqbal, Senior Assistant in the office of Dean of Students Welfare in Baba Ghulam Shah Budshah University, who was allegedly involved in defrauding the money of the varsity.
While rejecting the pre-arrest bail application, Justice Tashi Rabstan observed, “India is a welfare State, committed to the welfare and development of its people of vulnerable sections in particular. The preamble, Directive Principles of State Policy, Fundamental Rights and specific sections, viz., Articles 28, 39 and 46 in the Constitution of India, stand testimony of the commitment of the State to its people. Socially disadvantaged groups of Scheduled Castes /Scheduled Tribes have received special focus over the years for their social and economic advancement”.
“Sanctioning of Scholarships by the Government to the genuine students under the scheme framed by the Social Welfare Department and the Tribal Affairs is to give financial assistance and upliftment of bright children amongst the Tribal students so as to enable them to pursue their studies without facing financial hardships”, Justice Rabstan further observed.
With these observations, court rejected the bail application.
