Increasing number of beggars

Sir,
In Jammu city,  there are temples, mosques gurudwaras and other worshipping places.
One could see a large number of beggars sitting outside the worshipping places to seek alms from the worshippers.
These people could also be seen at most of the road crossings especially at Bikram Chowk, Narwal Chowk, Satwari Chowk etc, Whenever vehicles stop here due to traffic lights, a number of small children, disabled  boys and girls come out for begging. All of them are outsiders. They change their crossings everyday.
It seems that they are begging under the supervision and control of some professionals. Who brings these little disabled children to this state and how they manage to come in the morning and go in the evening creates doubt, about the existence of a gang.
I want to draw the attention of the Govt towards this so that appropriate steps are taken to eradicate this evil from the society.
