None can deny that education is a powerful instrument of social change and the system of education needs to be reoriented and revamped in the light of changing demands and needs of the society. Over the last few years, unprecedented expansion has taken place in the School Education Department and hundreds of schools have been either opened or upgraded to the next level under the Centrally sponsored schemes such as SSA and RMSA.Consequently, a large number of posts of different cadres have been created and filled up by the Government.All this has resulted in in an increase in the workload of Education Officers at the zonal, District and Provincial level.They are overburdened and preoccupied with their respective official work and assignments to such an extent that they have little time to inspect schools under their control and conduct supervisions for effective regulation of academic activities and efficient implementation of schemes and policies at ground level.So there is an urgent need for the reorganisation of the Department at the Directorate level and trifurcation of the Directorate with separate Directorate for Elementary, Secondery and Hr.Secondery level under the overall control of the Director General for easing the burden and ensuring a focussed development of education at each level.Similarly, there is also a need to create an additional post of Chief Education Officers for each district with one of the CEOs being given the responsibility of looking after the administrative work at the district headquarters and the other for ensuring academic excellence by conducting academic inspections, providing academic support and guidance to the Heads of the institutions and the teachers and looking after the execution of various works in the field at ground level.On the same analogy, two posts of Zonal Education Officers are needed for effective monitoring of the activities at the zonal level and strengthen the Primary wing of Education which is the backbone of the whole system of education.Last but not least,there is also need to create the post of Vice Principal in Hr.Sec Schools to assist the Principal in carrying out academic and non academic activities in smooth and effective manner.
