Rain, rain, everywhere!

Sir,
Heavy rains in many parts of India including Gujarat, Rajasthan, West Bengal, Odisha, Manipur and many other regions of India have caused massive loss of life and property.Flash floods triggered by the incessant rains have inundated many villages and towns with  the water  suberging the fields and entering the houses of people causing heavy loss to standing crops spread over thousands of hectares and untold hardships to the lakhs of  affected people. Many villages have become islands and essential services such as electricity, water supply have been badly affected. Many roads have been washed away leading to disruption of vehicular traffic. Many precious lives have  also been lost due to heavy rains. These floods have slsi taken a heavy toll of the lirstock. In a tragic incident, twenty one persons have died by being buried under a landslide in Manipur.
Similarly, in the states of Himachal Pradesh,Uttrakhand and J& K,many people lost their lives due to cloudbursts.Natural disasters are unavoidable but there ought to be an advanced warning system to warn the people about impending disasters such as heavy rains, snowstorms, avalanches and take measures to shift the people to safer places well in time in order to minimise the loss of life.
Moreover, there ought to be a fullfledged Department of   Disaster Management in each state with sufficient number of SDRF personnel ,a foolproof disaster management plan and modern machinery to deal with any such eventuality should it occur.Adequate compensation needs to be paid to the affected people to compensate for their loss of crops and property. There is also need to organise Awareness Camps in the regions frequently hit by natural disasters to enlighten the people about safety measures to be adopted to reduce vulnerability to the natural disasters before and after such incidents.
Yours etc…..
