SEECC opposes screening test of teachers

JAMMU, Aug 5: JK School Education Employees Co-ordination Committee (SEECC) today strongly opposed the Government decision of conducting the screening test of ReT and General Line Teachers and proficiency test at the time of promotion to the post of Masters and Lecturers of all teachers who have obtained their degrees through distance mode.
The issue came for discussion during a meeting of the committee held here. The participants while speaking in the meeting said that High Court has directed the department to scrutinize the degrees acquired through distance mode. Higher Education Department after Cabinet decision on 16-05-2012 issued Government order No 252-HE of 2012 dt.30-05-2012 regarding the validity of degrees obtained through distance mode of education.
The meeting said that in-service employees have the right to improve their qualifications through distance mode of education after satisfying all procedural requirements. The School Education Directorates have provided the permission to appear and get degrees through distance modes.
The matter has also been clarified by General Administrative Department in circular No 17 GAD of 2012 dated 07-06-2012 in which it is stated that to avoid unnecessary litigation this condition was included “If on verification the certificates produced by the appointees are proved fake or forged the appointment shall be cancelled abinitio”.
Amar Nath Thakur, provincial president, SEECC, said that Education Department authorities have verified the degrees already before recruitment of ReT or General Line Teachers and before promotion and adjustment and to conduct a screening or proficiency test would be an insult and disrespect of the teaching community.
Those spoke in the meeting were Bansi Lal, Ashwani Sharma, S Divinder Singh, Bharat Bhushan,Tara Sharma ,Tara Mani and Surinder Singh.
