Jammu, Aug 24: Indian Institute of Public Administration (IIPA), J&K Regional Branch organized a lecture on “Magnum opus of Free speech and Expression”. The lecture was delivered by Prof K.L.Bhatia, former Professor of Law, National Law University, Jodhpur. The lecture was attended by delegates from judiciary, advocates, members of IIPA, civil society. While discussing the “Shreya Singhal v/s Union of India 2015, Magnum opus of Free speech and Expression” case he said that this is a landmark judgment by the Apex Court and can be termed as Judicial gospel of free speech and expression. His presentation focused on Art 19(1) (a) (2) which provides constitutional provision of freedom to speech and expression and Sec 66A of IT Act 2000 (2009). The judgment clearly spells out that Sec 66A ITA 2000 (2009) is an inconspicuous and constitutionally infirm because it destroys the genesis of free speech and expression. Justice (Retd.) J.P.Singh in his address emphasized on the role of freedom, liberty and equality and spoke on the relevance of freedom of speech and expression. He emphasized that the present system needs a relook and the corresponding mechanisms should be devised which not only provide remedy to the citizens in a time bound manner but also provides of an appropriate compensation to the needy. Earlier Er J B S Johar, Honorary Secretary introduced the subject and formally welcomed the distinguished speakers. Dr. Komal Nagar, Joint Director (Seminars) conducted the proceedings of the function and Dr. Anil Gupta, Joint Secretary, IIPA presented the formal vote of thanks.
