SRINAGAR, Sept 10: Minister for Law, Justice, Parliamentary Affairs, Relief & Rehabilitation, Syed Basharat Bukhari today asserted that Government is committed to address the grievances of Kashmiri migrants related to relief and other basic facilities.
The Minister was chairing a meeting to discuss the issues concerning Kashmiri migrants, here. Commissioner Secretary Relief and Rehabilitation, Dheeraj Gupta, Relief Commissioner, Special Secretary, Relief & Rehabilitation, Director Health Services, Jammu, Director UDAAN and Executive Engineer, Relief Organization besides other senior officers were present in the meeting.
The Minister held extensive discussion regarding relief and rehabilitation of Kashmiri migrants covering aspects related to relief, healthcare, water supply, ration, education and other basic amenities.
Showing concern over the complaints of the residents of Jagti Township with regard to water supply in the area, the Minister ordered an inquiry as to why despite investments made in the Jagti Water Supply Scheme it has remained dysfunctional so far. The Minister constituted a committee comprising Chief Engineer PHE Kashmir as Chairman and Special Secretary Relief and Rehabilitation and a hydraulics expert as members. The committee will look into the reasons and submit the report along with the necessary recommendations within 15 days.
With regard to medical facilities available in the migrant camps, it was decided that the 40 bedded hospital in the Jagti Township will be handed over to the Health and Medical Education Department by the end of this month. Meanwhile, the Minister urged Secretary Health and Medical Education Department and Director Health Services, Jammu to ensure adequate supply of equipment and medicines at the health sub-centres in the camps.
To ensure timely supply of monthly ration to migrants under relief category, Bukhari asked the concerned officers to ensure that ration is made available at sale outlets in the camps for at least 10 continuous days. In response to certain complaints by the camp residents, the Minister directed the concerned officers to ensure distribution of ration through weighing machines by the storekeepers.
The Minister took serious note of the issue of delay in the disbursement of salaries of those employed under the PM’s Special Package, despite placing the requisite funds by the Relief Organization at the disposal of the concerned departments in advance. He said the matter will be taken up with the Administrative Secretaries to direct the concerned DDOs to ensure that salaries are disbursed to the employees by the 1st of every month.
In order to facilitate the registration of those applicants who applied for registration prior to 2011, the Minister instructed the Relief and Rehabilitation Department to formulate a policy to settle such pending cases.
With regard to the 3000 supernumerary posts under the PM’s employment package, it was decided the matter will be further processed and taken up with the respective departments to seek their requirement.
The Minister was informed that the Relief Commissioner has already surveyed the existing transit accommodation available and for any additional accommodation required to be hired the Relief Commissioner will submit a proposal.
Meanwhile, the Minister asked Director UDAAN to hold selection drives in the migrant camps, so that migrant youth are made aware of the scheme and avail its benefits.
The Minister also said that in order to enhance transport facility for the Jagti camp residents, additional SRTC bus service will be considered. He also asked the concerned to ensure black topping of the approach road to the said camp.
