3 ADGPs transferred; Wani confirmed as DIG, Uttam Chand returns as SSP

JAMMU, Sept 16: The State Government today ordered transfer and postings of three Additional Director Generals of Police (ADGPs) and confirmed posting of Ashkoor Ahmad Wani as DIG Jammu-Samba-Kathua range while Uttam Chand resumed his posting as SSP Jammu after about three and half months and Rajeev Pandey as Additional SP (Rural) Jammu.
Official sources said the Government approved transfers and posting after taking consent of the Cabinet Ministers through circulation. Thereupon, Principal Secretary to Government, Home Department RK Goyal issued the transfer and postings order.
Lalat Indu Mohanty, Additional DGP, awaiting orders of adjustment for past five and half months after his return from the Central deputation, has been posted as Additional DGP Home Guards/ Civil Defence/State Disaster Response Force. He will replace Dr B Srinivas. Mohanty is senior IPS officer of Jammu and Kashmir cadre of 1989 batch.
However, after his return from the Central deputation, he has been given posting after wait of five and half months. He has also been designated as Chairman of Police Recruitment Board.
Navin Aggarwal, an IPS officer of 1986 batch of Jammu and Kashmir, who was also awaiting orders of adjustment, has been posted as Additional DGP (Trainings) in Police Headquarters. The salary of the officer will be drawn against the vacant post of Additional DGP CID, the official order of the Home Department said.
Dr B Srinivas, an IPS officer of Jammu and Kashmir cadre of 1990 batch, who was holding charge of the post of ADGP Home Guards/Civil Defence/ State Disaster Response Force, has been transferred and posted as Commissioner, Civil Military Liaison.
The Government has declared the post of Commissioner, Civil Military Liaison equivalent in rank and status to that of ADGP in terms of Rule 11 (1) of IPS (Pay) Rules, 2007 till held by Dr Srinivas.
The Government has also confirmed Ashkoor Ahmad Wani, who was officiating as DIG Jammu-Samba-Kathua range for the past three and half months, on the same post. He will continue to hold charge of the post of the DIG Traffic Jammu in addition to his duties till further orders.
Uttam Chand, another IPS officer of 2002 batch of Jammu and Kashmir cadre, has returned as SSP Jammu after about three and half months. He was on leave during this period and in his absence Additional SP Jammu (Rural) Rajiv Pandey was officiating as the SSP Jammu.
Pandey has been relieved of the additional charge of the posting and will not function as Additional SP Jammu (Rural).
Immediately after resuming charge as the SSP Jammu, Uttam Chand reviewed security and law and order situation in Jammu district with senior officers and called upon them to maintain strict vigil on anti-national and anti-social elements.
