Govt puts in place Monitoring Mechanism to oversee developmental activities

JAMMU, Sept 16: Perturbed over prolonged delays in execution of various important development projects and schemes, the State Government has put in place a Monitoring Mechanism aimed to ensure speedy implementation of these programmes and has constituted District Level Monitoring Committees in all the respective districts across the State.
Official sources told EXCELSIOR, “as per Government order no. 177-PD of 2015, issued by Principal Secretary Planning and Development, B R Sharma the District Level Monitoring Committees will supervise implementation of all the programmes and schemes in their respective districts and Committee will be headed by the District Development Commissioner”.
“The issue of prolonged delays had been discussed in most of the meetings of District Development Boards and there were several instances when the developmental projects had failed to show any progress despite causing massive expenditures”, sources said adding, “even in the twin capital cities of Jammu and Srinagar, the projects had failed to achieve physical and financial targets”.
“Chief Minister Mufti Mohammad Sayeed in several interactions with the bureaucracy had expressed his displeasure over the fact that there were serious delays in completion of several priority projects and had directed the Principal Secretary Planning to devise a mechanism for timely completion of developmental projects and make all concerned officials accountable”, sources said adding, “these projects had caused huge loss to the State exchequer mainly due to lack of proper monitoring”.
“Chief Minister’s Secretariat had received inputs from different quarters about project executing agencies giving one after another deadlines for completion of works but the same was not being viewed seriously by the officials in charge. With the result, huge number of projects had remained incomplete despite lapse of considerable period of time”, sources asserted.
“As per the new Government order, the respective District Development Commissioners, who will function as Chairman of these Monitoring Committees would be personally responsible for speedy implementation of all the schemes, projects and programmes in the district”, sources said.
While the DCs will be the Chairman of the 11 member Monitoring Committee, it would comprise Additional District Development Commissioner, Assistant Commissioner Development, Superintending Engineer (R&B), Superintending Engineer (Hydraulic Circle), Chief Planning Officer, District Evaluation and Statistics Officer (DSEO), Chief Animal Husbandry Officer, Chief Education Officer, Chief Medical Officer and Chief Agriculture Officer.
“The Committee shall monitor all the development works under execution in the districts and evaluate if the financial, physical components of the projects had been achieved as per the approved DPRs of the programme”, says the order adding, “the Committee shall scrutinise the actual performance of the project, scheme with respect to set targets as per the approved guidelines”.
Taking note of the fact that several priority projects were facing hiccups on one pretext or other, sources said, “the Committee would also identify the shortfalls and problem areas and analyse them and suggest further courses of corrective measures for timely implementation of the scheme as per approved specifications”, adding, “this was an important provision in view of the fact that several projects had failed to achieve their targets, despite being launched years back”.
The order stated that the Monitoring Committee shall meet at least once in a month and seek the inputs, review the programme progress of the monitoring process and provide suggestions to the implementing agencies for smooth implementation of the projects.
The Planning Department has circulated copies to all the 22 District Development Commissioners and instructed them to formulate the Districts Level Monitoring Committees at the earliest.
