Govt directive to SSP crime on PRCs

JAMMU, Aug 24: Forest Magistrate Jammu, Adnan Sayed today directed SSP Crime Branch to hold detailed investigation into the allegations of fake PRCs allegedly issued in favour of four West Pakistani Refugees.
In the complaint filed by one Muneer Ahmed, son of Ahmed Din, a resident of Palace Road, Jammu, through Advocate Zulker Nain, it was submitted that father of Lakhan Singh, son of Jagat Singh originally belonged to village Chak Santal (Mohra Shahpur), tehsil and district Sialkote (Pakistan).
“The record of rights (Jamabandi) of the year 1946-47 of village Chak Santal obtained under RTI from the office of Director Land Records Jallandar fully establishes that one Buta had three sons namely Jagat Singh, Des Raj and Nanak Singh. After the disturbances of 1947, Jagat Singh and his two brothers migrated from Sialkote and reached Indian side of Punjab and Government of Punjab allotted land in favour of Jagat Singh and his two brothers Des Raj and Nanak Singh in village Bela Tajowal, tehsil Garh Shanker.
Jagat Singh was allotted land measuring 3 acres one kanal and 10 marlas in the village. After demise of Jagat Singh the land devolved upon his son Lakhan Singh, who sold a portion of the land on June 1, 1968. Lakhan Singh, in the meantime, migrated to village Kote, tehsil and district Jammu and managed a PRC from the office of Deputy Commissioner Jammu and obtained employment in PDD and died in harness few years back.
According to the complaint, Parbhakar Singh alias Shoki, son of Lakhan Singh on the basis of fake PRC has purchased and sold huge immovable properties in various parts of the State. He is presently owner of big chunk of land at village Kote, Bhalwal and Nandni (Nikki Tawi Area) and apart from this he is allegedly professional land grabber/ history-sheeter and has reportedly grabbed hundreds of kanals of land in various parts of the State.
Recently on the basis of fake PRC, he contested the elections of Sarpanch from Halqa Upper-Kote and was declared elected. The accused claims him-self to be senior leader of PDP. Prem Singh, also son of Lakhan Singh, is employee of Estates Department and is serving under Deputy Director Estates Jammu. Prem Singh got the Government job on the basis of fake PRC and claims to be trade union leader.
Kuldeep Singh, third son of Lakhan Singh was appointed in PDD on compassionate grounds under SRO 43 and he also used fake PRC to obtain the Government job, the complaint said, adding  Deep Singh also used fake PRC and got a job of SPO in Police Department and is presently posted in Police Station Gharota.
In the complaint, it has also been submitted that the accused obtained the PRCs in connivance with Revenue authorities despite the fact that they were not entitled to get the PRCs in view of their status as West Pak Refugees.
After hearing Advocate Zulker Nain and going through the complainant, Forest Magistrate, Jammu. Adnan Sayed forwarded the complaint to SSP Crime Branch, Jammu for detailed investigation under Section 156 (3) CrPC.
