SRINAGAR, Oct 6: The Union Government has agreed in principle to provide financial assistance for providing State Government jobs to additional 3,000 Kashmiri Migrants and other package to facilitate their return to Kashmir valley.
However, formal approval from the Centre is awaited, Minister for Relief and Rehabilitation Syed Basharat Bukhari said in a written reply in the Legislative Council here today.
The Minister said in order to facilitate return and rehabilitation of Kashmiri migrants in the valley, the Centre and State Governments had sanctioned a package of Rs 1618.40 crore in the year 2008-09. Under the employment component of the package, 1963 migrant unemployed youth have been appointed for serving in different departments in the Valley.
Similarly under transit accommodation component of the package 505 units have been constructed out of which 469 units have been allotted to employees appointed under PM’s package. He said keeping in view the response for implementation of the package after detailed interaction with various sections of the migrant community, a revised package was submitted to the Centre in 2003,2012 and later 2013.
The reply said Ministry of Home Affairs has conveyed in principle approval to provide additional 3000 State Government jobs to the Kashmiri migrants with financial assistance from the Union Government and to construct 6,000 transit accommodations in the Valley for migrants who are appointed or will be appointed in State Government departments. However, formal approval from the Centre is awaited, the Minister said.
About the fresh package sought from the Centre for return of migrants to Kashmir, the Minister said it urges for creation of additional 3,000 supernumerary posts, construction of additional units of transit accommodation at different locations in Kashmir, providing of funds for acquisition of land for providing plots in clusters near district headquarters, approval for revision in the cost of construction of houses from earlier Rs 7,50 lakhs to Rs 20 lakhs, assistance to agriculturist and horticulturist and self employment at the rate of Rs 10 lakhs per youth.
