Forest ministerial staff observes pen down strike

JAMMU, Oct 27:   The J&K Forest Ministerial Staff observed complete pen down strike in their respective offices today.
The strike was observed on the call given by Jammu, Kashmir and Ladakh All Department Clerical Staff Association. The normal work remained affected in many Government offices with this strike.
Expressing concern over the continuance of pay anomalies of clerical cadre of the State Government, Sukhbir Singh, president J&K Forest Ministerial Staff Association  appealed the Chief Minister and the Finance Minister for an early resolution of most genuine demands of the affected clerical cadre employees. He said that the clerical cadre being back bone and pillar of the administrative sector, needs to be encouraged by way of removing pay anomalies. Since the State Government has already removed the pay anomalies of  various cadre, the clerical cadres had been ignored.
Ravi Kumar, president Clerical Staff Association Animal Husbandry Department   also joined the gathering and addressed the employees. He criticized the State Government for its silence over the already agreed upon demands of the clerical cadre.
He said the  Government made a numbers of agreements/commitments with the clerical cadre for removal of pay anomalies  but failed to implement the same.  He added that the Government vide GO No:-229-F of 2014 dated 17.10.2014 has up-graded the pay scales of  Head Constables & ASIs and again Clerical Cadre has been ignored.
The call of pen down strike was also supported by the All J&K Non-Gazetted Forest Officers Association. While addressing the gathering Ravi Kumar, President All J&K NGFOA and  Gurcharan Singh senior vice president assured their full support for the genuine cause of the ministerial staff.  They urged the State Government to shun the path confrontation and issue orders for the removal of pay anomalies.
The members further added that the Government has changed the basic qualification and service rules of Clerical cadre from time to time but the pay anomalies  of the  cadre have not been removed.
They are demanding removal of the pay anomaly  of 5th Pay Commission by granting the pay scales Rs 4000-6000 to Junior Assistant,  Rs 4500-7000 to Senior Assistant/Steno Typist/Junior  Statistical Assistant, Rs  5500-9000 to Head Assistant/Junior Stenographer/ Statistical Assistant; notionally w.e.f  01.01.1996 and monetarily w.e.f  19.02.2003; exemption of Secretariat training exam Bar;    finalizing seniority and conducting of DPCs in various Departments.
Several trade unionists also spoke on the occasion. They included Ramesh Kumar, Amandeep Singh, Ashish Bhandari, Darshan Kumar and Ashwani Kumar.
