Cabinet likely to give nod to adoption of AICTE Revised Scales for JCET

JAMMU, Aug 28: State Cabinet, which is meeting under the chairmanship of Chief Minister, Omar Abdullah on August 30 morning, is likely to accord approval to the adoption of the All India Council of Technical Education Revised Pay Scales and Career Advancement Rules for the Jammu College of Engineering and Technology. The Cabinet will also give its nod to the regularization of daily wagers in the Power Development Department against the vacancies of Class-IV employees.
Authoritative sources told EXCELSIOR that since the 6th Central Pay Commission recommendations have already been implemented in respect of Medical Colleges, the Government after detailed exercise has felt it appropriate to promulgate the revised pay rules for the Jammu College of Engineering and Technology.
From the date of commencement of Jammu College of Engineering and Technology (Adoption of AICTE Revised Pay Scales), Rules, 2012, the hierarchical/ organizational structure of the teaching faculty/ non-teaching person of the College will get revised on the pattern of AICTE, sources said, adding the revised hierarchy of the faculty will be adopted in the College subject to such recruitment, promotion and selection processes as have been prescribed for the purpose by the AICTE/MHRD.
The revised designation of Lecturers and Senior Scale Lecturers will be Assistant Professor with pay band of Rs 15600-Rs 39100 with AGP (Academic Grade Pay) of Rs 6000. Similarly, the pay band of Selection Grade Lecturer and Assistant Professor will be Rs 15600-Rs 39100 with AGP of Rs 8000. The pay-band of Selection Grade Lecturer/Assistant Professor with three years service on or after January 1, 2006 will be Rs 37400-Rs 67000 with AGP of Rs 9000. The pay-band of Professor and Principal will be Rs 37400-67000 with AGP of Rs 10000.
Each annual increment will be equivalent to 3 per cent of the sum total of pay in the relevant pay band and Academic Grade Pay as applicable for the stage in the pay band, sources said, adding five non-compounded advance increments will be admissible at the entry level of recruitment to persons possessing the degree of PhD awarded in the relevant discipline by any university following the process of registration, course-work and external evaluation as prescribed by the UGC.
Similarly, M Phil degree holders, at the time of recruitment to the posts of Assistant Professor, will be entitled to two non-compounded advance increments. Those possessing a Post-Graduate Degree in a professional course such as M.Tech/ME will be entitled to two non-compounded increments at the entry level. The teachers who complete their PhD Degrees while in service will be entitled to three non-compounded increments. However, the teachers, who have already availed the benefit of advance increments as per the existing policy for acquiring PhD/M Phil while in service will not be entitled to benefits under this scheme.
Sources said that Cabinet will also accord approval to the regularization of daily wagers/ casual workers working in the Power Development Department against the vacant posts of Class IV in relaxation of embargo placed on the engagement of daily rated workers vide SRO-64 of 1994.
“This dispensation will only apply to Power Development Department as it is a part of the Recruitment Rules issued vide SRO-381 dated August 26, 1981—prior to issuance of SRO 64”, sources said, adding “the process will be a continuous one and the DPCs will be empowered to consider all cases on a regular basis as and when vacancies are available for the incumbents who were in position on or before March 31, 2010”.
The Cabinet will also accord sanction to acquisition and transfer of State land involved in the construction of flyover from Bikram Chowk to Women College Gandhi Nagar, the work on which is likely to begin in September-October 2012, sources said, adding Cabinet will also put seal on the establishment of treasuries in Manjakote, Assar, Ramsoo, Kahara, Warwan, Awantipora and Achabal.
The Cabinet will also take decision on creation of posts of Village Level Workers, establishment of Mobile Ambulatory Service (Mobile Centers) in Animal and Sheep Husbandry Department by way of creation of posts and up gradation of health centers.
