IDWG, DLICs to ensure implementation of PM Krishi Sinchayee Yojana in J&K

JAMMU, Nov 30: For the implementation of Pradhan Mantri Krishi Sinchayee Yojana (PMKSY) in Jammu and Kashmir, the State Government has accorded sanction for constitution of an Inter Departmental Working Group and District Level Implementation Committees (DLIC).
The 12-member Inter Departmental Working Group (IDWG), headed by Administrative Secretary Agriculture Production Department, shall be responsible for day to day coordination and management of the scheme activities within the State. It shall be the coordinating agency among all the ministries, departments, agencies, research and financial institutions engaged in creation/use/recycling/conservation of water to bring them together under a single platform to take a comprehensive and holistic view of entire water cycle so as to ensure that each drop of water is put to best possible use.
The IDWG shall scrutinize/prioritize the project proposals/DPRs in conformity with the guidelines and ensure that they emanate from State Irrigation Plan/District Irrigation Plan, besides being consistent with technical standards and financial norms.
Administrative Secretaries of PHE, Irrigation and Flood Control, Science and Technology Department and RDD, representative of Industries and Commerce, Forest Department, , Housing and Urban Development Department, Director Horticulture Kashmir/Jammu, Chief Engineer PHE Kashmir/Jammu, Chief Engineer Ravi Tawi Irrigation Canal and Director Agriculture Kashmir/Jammu are members of the IDWG.
Similarly, the DLIC will be headed by the concerned District Development Commissioner and it will be comprising of Director Command Area Development Kashmir/Jammu or their representative, ADC, ACD, Chief Agriculture Officer, Chief Horticulture, Executive Engineer PHE, X-En Irrigation and Flood Control, Divisional Forest Officer, District Lead Bank Officer, representative of leading NGO of the district (to be nominated by the DDC), two progressive farmers and any officer to be co-opted by Chairman of the Committee, as the members.
The DLIC will prepare the District Irrigation Plan for the respective district, which shall include mapping of the existing water resource, measure to identify the water risk status of the district, to identify new source of water to enhance physical water availability at the farm level and measures to improve water use efficiently.
The DLIC shall oversee the implementation and inter-departmental coordination at the district level. It shall act as the field level coordinator among various implementing agencies and undertake public awareness for engaging farmers, PRIs, media and other local stakeholder to build support for the implementation of the DIPs.
