Joke on DPC of non-teaching staff

Sir,
I would like to bring it to the notice of the Director School Education, Jammu as well as the authority at the helms of affairs that the DPC of non-teaching staff as well as clerical staff in the School  Education Department of Jammu Division remains stagnated for the last three years, whereas , as per the Jammu and Kashmir service conduct and appeal rule, the DPC of each employee of ever cadre in the State may be conducted by the Head of the Department twice in a year, but the employee of non teaching cadre in the School Education Department of Jammu Division are sitting in the same cadre even after they have given 10 to 18 years service in the same cadre and some of them retired from Government service after getting only one promotion.
Earlier the Director School Education, Jammu published the seniority list of Stenographers, Head Assistants, Senior Assistants and Junior Assistants in  this paper on 5th Dec. for inviting objections from the concerned. I think this is only delay tactics and nothing else. Before this publication, the Director School Education, Jammu had already published seniority lists and updated seniority list respectively of Head-Assistant, Senior Assistant and Junior Assistant in the State Times paper two times i.e on 14th January, 2014 and 24th September, 2014 and till date no promotion has been made by the department. What is the necessity to publish the seniority list and updated seniority list in the news paper time and again? Is it not a joke with the employee working in the non teaching cadre as clerical staff as well ? In this regard, I would like to request to the Director School Education to go for the DPC of all non-teaching cadres as well as clerical staff as per the list published in the newspaper, so that the employee working in the non teaching cadre in School Education Department of Jammu Division may leave a sigh of relief.
