Pollution under control certificates

Sir,
Every day we grapple with the polluted environment, which is affecting our health and we fall easy prey to so many diseases mostly related to the lungs. Among so many contributors of the environment pollution, vehicular traffic is one of them. The Government has fixed certain norms to help bring down pollution levels. Emission standards have been instituted by Government of India to regulate the output of air pollutants. Progressively stringent measures have been rolled out since then. It is mandatory for every vehicle owner to carry a valid Pollution Under Control Certificate (PUC). In order to save the vehicle owners from unnecessary hazardous, computerized facilities for checking of pollution levels and issue of Pollution Under Control certificates have been made available at many petrol pumps/workshops. These are authorized pollution check centers.
These pollution check centers are brazenly making mockery of this facility and indulge in  issuance of this pollution under control certificates, without putting any vehicle to the required tests. The presigned unfilled certificates are issued after filling up the required specifications and clicking the photograph. At the same time, we are also one of the parties to this mockery of issuing and getting certificates. We obtain such certificates only to get the mandatory provision of traffic rules fulfilled rather than to comply with the provisions of the rules relating to the  maintenance of the vehicles. If we are really concerned about the increasing problem of air pollution by vehicular traffic, we have to be sincere in obtaining this Pollution  Under Control Certificate.
There is urgent need to address this issue to save people from health hazards.
