JAMMU, Jan 2: Maintaining that bureaucrats are an essential tool of good governance, the Minister of State in PMO with Independent charge of North Eastern States, Dr Jitendra Singh today said that this is the reason that 18 month old Narendra Modi Government at Centre has shown its commitment to create a good work culture and friendly environment for bureaucrats.
Dr Singh, who was talking to reporters at the sidelights of a review meeting with administration to discuss the financial and Physical achievements under MP LAD as on December 31 last year of his Kathua , Udhampur, Doda Parliamentary Constituency said single form system, self attestation and abolition of interview system reiterate Modi Government’s faith in youth of the country.
He while rejecting the allegations on the functioning of bureaucracy, said that the recent order of the Government has made it mandatory that concurrence is to be sought from Central Department of Personnel and Trainings (CDPT) for the suspension of a bureaucrat.
He said the various steps taken by Modi Government like abolition of interviews for Group C &D and non gazetted posts from yesterday will go a long way in overcoming the lengthy process of interviews and make the system transparent also.
He said the letters have been written to all the CMs to abolish the interview process for those posts where it is not required. Reiterating that Modi Government is committed to good governance, Dr Jitendra Singh said that it is a step in that direction. He said this decision is citizen centric to give opportunity to civil servants to perform better. He said without the bureaucrats the Government can’t proceed and show results.
Dr Jitendra Singh said that various problems of the people were discussed during the meeting with collectors of seven districts falling under his Kathua, Udhampur and Doda Parliamentary Constituency. Divisional Commissioner, Jammu Dr Pawan Kotwal was also present during the meeting.
He said the progress of various developmental projects sanctioned in the Constituency like Biotechnical Park at Ghatti Kathua, Dream land Park in Kathua, KVS in Reasi and Doda, installation of war memorial in Reasi, progress of work on four Adarsh Grams in his Constituency, Arogya Gram Yojna, skill development schemes were discussed in detail and feed back sought from the collectors regarding the progress of work.
Dr Jitendra Singh said under Deen Dayal Upadaya Yojna two districts of Kathua and Udhampur will be fully electrified by March 2017.
Dr Singh who gave instructions to DC Kathua to have a meeting with people of Machhedi who had expressed concern that they were neglected by the administration and take appropriate steps in solving the problems highlighted by them.
He said soon after the problem was highlighted by the people of the area a team of BJP led by his OSD at Jammu, Sanjeev Sharma visited the area to have at and on spot study of the problems of the people there. He said the lake of the village will be developed under Nana Ji Deshmukh Jal Sarkshan Yojna and this lake which is also called Dal lake by the local people will be developed by him on pattern of Dal Lake of Srinagar Kashmir. Besides, a community hall will also be constructed in the village on the name of former Prime Minster Atal Behari Vajpayee.
Dr Jitendra Singh said that Express Way Corridor from Delhi to holy town of Katra via another holy town of Amritsar is in tendering stage and he has taken up the issue with the Railway Minister Suresh Prabu that the efforts be made that rail track be constructed along this corridor.
Regarding establishing of rail coach factory in Jammu, Dr Singh said that at this stage instead of coach factory a rail coach repairing factory has been suggested to be set up in Jammu.
Among others, the meeting was attended by Divisional Commissioner Jammu Dr. Pawan Kotwal, Deputy Commissioner Samba Sheetal Nanda, Deputy Commissioner Udhampur Dr. Shahid Iqbal Choudhary, Deputy Commissioner Doda Bhupinder Kumar, Additional Deputy Commissioner Reasi Shiv Kumar Gupta and Additional Deputy Commissioner Kishtwar Kishori Lal Sharma.
During the power point presentation, the Minister was apprised that Rs 10 lakh have been expended on various development works in Doda against a total of Rs. 17.50 lakh released for the district so far.
It was informed that funds to the tune of Rs 126.51 lakhs were released for carrying out 33 approved works in Kathua district and an expenditure of Rs 40.27 lakh has been incurred as on December 31, 2015 and so far 15 works have been completed.
Similarly, Rs 52.71 lakh have been released for carrying out 14 works approved under MPLAD scheme for Reasi district and Rs.9.80 lakh have been expended till date. Besides, Rs.38.97 lakh have been released for carrying out 12 approved works in Udhampur district and Rs. 22.07 lakh have been expended upto December 31, 2015.
