PSC bias, prejudice against Jammu youth: Harshdev

JAMMU, Jan 12:  Lambasting the J&K Public Service Commission (PSC) for its refusal to entertain the Ph.D degree holders of Jammu region for the posts of Assistant Professors in Higher Education Deptt. in respect of those candidates who were awarded the said degrees prior to June 2009, chairman of NPP and former Education Minister  Harshdev Singh urged upon the Governor to intervene so as to save the career of such affected candidates who are already on the verge of over-age.
In a press statement here today, the NPP leader expressed dismay that while the Ph.D degree holders of pre- 2009 period belonging to Kashmir division had been allowed to participate  in the said selection process of Assistant Professors, their counterparts of Jammu division were being deprived of the said opportunity.
He said that the plea of PSC that the Kashmir University had issued Minimum Standards and Procedures (MSP) certificate to its Ph.D holders as against Jammu University which had refused the same, was untenable as one State could not have two sets of laws. He said that one State with one Chancellor and one pro Chancellor with the same Public Service Commission for both the regions of Jammu and Kashmir could not differentiate between candidates on the basis of region and the location of University.
Harshdev Singh further pointed out that the said Ph.D holders of Jammu division who were earlier shortlisted and called for interview were subsequently refused permission to take part in viva voce on the plea that SRO 124 of 2014 debarred them from the same. Describing the plea of PSC as highly illogical and ridiculous, the former Education Minister questioned as to how could the pre- 2009 Ph.D holders follow the provisions of SRO 124 which was non-existent at the time of award of their Ph.D degrees. He said that provisions relating to MSP certificate as envisaged under SRO 124 didn’t exist at the relevant point of time when the said candidates completed their Ph.D courses and hence it was ludicrous to ask for such certificate from the said candidates.
Alleging a deep rooted conspiracy against Jammu youth,  Harshdev Singh said that the Higher Education Deptt. and PSC had colluded to deprive the Jammu region candidates and to ensure that selections are largely confined to Kashmir region. He said that this was a novel way invented by Kashmir Centric Govt for deprivation of unemployed youth of Jammu region and denying them even the right of participation in the selection process.
