JAMMU, Jan 22: Special Judge Anticorruption Jammu A K Koul has framed corruption charges against three employees of J&K Cooperative Consumer Federation Limited, who during the period between 1980 and 1991 embezzled public money through different modes and means.
According to the case, the accused persons namely Abdul Wahid Ganie, Syed Mushtaq Jaffery and Bodh Raj during their posting in the J&K Cooperative Consumer Federation Limited hatched a criminal conspiracy in connivance with each other and embezzled public money through different modes and means.
The officers at the helm of affairs during this period did not bother to look into the rampant wrong doings going on in the Federation under their nose so much so that annual mandatory physical verification of the records and stock was not conducted for about 10 years.
The record was not being maintained properly and the officials responsible for maintaining the stores or records made fake entries, signed fake receipts of stocks, conducted audit of the accounts superficially which figures did not tally with the records or stocks. The stocks purchased by Regional Officer(s) were not properly entered and the auditor never pointed out the wrong doing.
After constitution of a committee for checking the accounts and stocks to work out the losses, it was found that the Federation had suffered a huge loss of Rs 90,73,000. The loss suffered by the Federation was purely on account of willful wrong doings of the officers/officials.
After hearing both the sides Special Judge Anticorruption observed, “there is sufficient ground for presuming that accused Abdul Wahid Ganie, Syed Mushtaq Jaffery and Bodh Raj have committed offences under Sections 467, 468, 409, 477-A, 109, 120-B and Section 5(1) (c) read with 5(2) of Prevention of Corruption Act”.
