Governor to come up with new guidelines on ‘decision making’

JAMMU, Feb 3: Governor NN Vohra today decided to come up with a new set of “decision making process’’ in the next few days with a view to make it (the process) “time bound’’ and ensure that the people didn’t suffer any kind of harassment at the hands of administration, both police and civil, and other Government machinery.
In this regard, the Governor today held detailed discussions with heads of civil and police administration—Chief Secretary BR Sharma and Director General of Police (DGP) K Rajendra Kumar at the Raj Bhavan for more than couple of hours and reviewed law and order situation and steps taken by the authorities for addressing issues of the people in the absence of an elected Government.
Official sources told the Excelsior that the Governor has decided to restructure the present “decision making process’’ keeping in view the new perspective and to finalize the process, he held detailed discussions with Sharma and Rajendra to elicit their opinion.
“The new set of guidelines proposed by Vohra would be aimed at easing the decision making process by the civil and police administration—from top to bottom—and see to it that the people didn’t have to suffer or wait for long to get their works done at all the places,’’ sources said.
Rajendra told the Excelsior that the Governor reviewed in detail the law and order situation in entire Jammu and Kashmir and stressed for gearing up the machinery to ensure that peace was not allowed to be disturbed at any cost. He said the Standard Operating Procedure (SOP) was in place.
“On the instruction of the Governor, entire police administration has been directed to redress grievances of the public in time bound manner and make it sure that the SOP was followed in letter and spirit and that there was no harassment to the people,’’ the DGP said.
In his earlier order, which was issued immediately after he had taken over reign of affairs in the State Government on January 8, Vohra, in the short term context, had directed that the work of each department would be largely cleared by the Administrative Secretary concerned and certain items of work had to be decided by the Governor through the Chief Secretary.
However, the Governor today decided to restructure the present decision making process keeping in view the new perspective, sources said, adding, in this context, Vohra would be issuing fresh instructions within the next few days.
“The Governor held detailed discussions in this regard with Chief Secretary BR Sharma late this evening,’’ sources said, adding that new guidelines on “decision making process’’ would be finalized shortly taking into account the measures suggested by the Chief Secretary and the Director General of Police in their meetings with Vohra.
Sources said Vohra directed the Chief Secretary to undertake an immediate review with all Administrative Secretaries to identify important matters pending in each department and ensure that they were decided on time bound manner.
The Governor also directed the Director General of Police K Rajendra Kumar to strengthen surveillance and further tighten law and order machinery all over the State to ensure that peace and tranquility prevailed all over.
Vohra directed the Chief Secretary and the DGP to issue special instructions to all echelons to particularly ensure that the demands and convenience of the people at large were looked after and no harassment of any kind is caused to the general public.
Sources said the upcoming guidelines of the Governor would also extensively cover the Police Department apart from the civil administration and would be devised in such a way that the issues of common man are addressed within the minimum possible time and without any harassment.
“The instructions were expected to be issued in the next few days,’’ sources said, adding the Raj Bhavan was working on it and as soon as they were finalized, they will be issued.
