LEH, Feb 19: The two days long General Council Meeting (GMC) of 5th LAHDC, held here under the chairmanship of Chief Executive Councilor (CEC), LAHDC, Leh, Dr Sonam Dawa Lonpo to review the progress and implementations of the projects under Annual District Plan 2015-16.
The GCM was attended by all the Executive Councilors, Councilors and all HoDs headed by Deputy Commissioner/ Chief Executive Officer, LAHDC, Leh Prasana Ramaswami G.
The main focus of the two day GCM meeting was to review the total expenditure incurred and remaining funds to spend on the ongoing projects department wise as per the set target.
Giving a brief note on the allocation and expenditure, 2015-16, CEC Dr Dawa said that the approved allocation under Capex Budget 2015-16 in respect of district is Rs 11019.61 lakhs. The Planning and Development Department has released 75 per cent of the total allocation under District Plan, he added.
Responding to the questions raised by opposition leader Councilor Korzok Gyurmet Dorjey regarding Council’s stand on Reservation in Promotion for ST employees, CEC Dr Dawa said that Council has already taken the issue of Reservation in Promotion with concerned Ministry and Governor J&K very strongly and assured for continuous follow-up of the matter. Regarding Leh’s share from Rs 80,000 crore package for J&K State, CEC informed the meeting that this Central package is exclusively meant for restoration of damages caused during 2014 floods in J&K and Gya village of Leh district which was affected during 2014 flood is due for consideration.
Clarifying confusion about preparation of ration cards, CEC said that procedure to fill new forms has already been simplified and regarding retaining of 13 kg quota instead of 5 kg for Leh district, Council has already convinced Secretary CAPD J&K recently to retain 13 kg quota for Leh considering the geographical constraints and dependence of Ladakhi people on public distribution system heavily. Adding more on digitization of Ration Cards, DC, Leh said that GoI is linking every ration card with Aadhar number to stop bogus cards so that deserving families could get the benefits in real. He said that at present there is 85 per cent of Aadhar coverage in Leh and to achieve 100 per cent coverage of Aadhar enrollment in Leh, an Aadhar drive will be organized in the month of May 2016.
Later, CEC and all Executive Councilors briefed house in detail about the allocation and expenditure incurred during 2015-16 of various departments under their portfolio inquiring more information from concerned HoDs.
