HC seeks compliance report on appointment of GMC Principal

Srinagar, Feb 23: High Court today sought compliance report from the Government on implementation of its order in which it had directed for filling up of the post of Principal Government Medical College, Srinagar on regular basis.
Justice MH Attar issued direction in this regard in a petition filed by Dr Javed Chowdhary who claims to be the senior most candidate in the faculty for the post of Principal GMC after previous incumbent resigned from the post of Principal last month.
Court had directed the Government to fill up the post of Principal Government Medical College, Srinagar on regular basis and in case it is not done then present interim arrangement made shall seize to be in power after four weeks.
Dr Chowdhry has challenged the Government order (dated 19.12.2015) whereby Dr. Karisar Ahmad Koul has been given the charge of Principal on temporary basis.
Dr. Chowdhry challenged the order before the court on the ground that Dr. Kaisar is junior to him in seniority list of Professors.
Court had made it clear that in case after four weeks the regular appointment has not been made then it shall be open for the respondents (competent authority) to make the fresh temporary arrangement in which seniority shall prevail.
But till date neither the regular appointment for the post in question has been made nor has fresh temporary arrangement according to seniority has been done by the Government which prima facie suggests that writ court order has been grossly violated by the competent authority.
