SVC asks Revenue Deptt for time bound completion of complaints

JAMMU, Mar 8: To enhance accountability and transparency, the State Vigilance Commission has directed the Revenue Department to ensure completion of pending departmental enquiries urgently as per the standing guidelines and the instructions issued by the Commission from time to time.
The SVC, while reviewing the progress of various directions issued to the Revenue Department for ensuring timely disposal of pending complaints/enquiries, took strong note of the enquiries pending without any action by the department.
During the review meeting, it was revealed by the Chief Vigilance Officer that the Department has finalized 81 complaints/enquiries during last few years whereas 2082 enquires are pending. Details of 2163 pending complaints/enquiries pertaining to the Revenue Department were sent to Commissioner Secretary to Government, Department of Revenue on 26-11-2014 followed by detailed deliberations held on 11-02-2015 with the Commissioner Secretary Revenue alongwith his subordinate officials wherein it was emphasized by the Commission to fix a calendar for every pending compliant/enquiry for its proper follow up and 45 days time was given for the same.
The Commissioner Secretary was also directed to have reconciliation with Vigilance Organization with regard to details of complaint/enquiry but, not even a single communication has been made by the Commissioner Secretary Revenue with the Vigilance Organization which divulges that the Department is not interested in fixing the responsibility and accountability for various omissions and commissions committed by the officers/officials of Department against whom the complaints/ enquiries are pending.
The SVC, while taking serious view of the callous and irresponsible approach shown by the Revenue Department, deemed it proper to bring the matter to the notice of the Chief Secretary Jammu and Kashmir Government with the recommendation to take necessary disciplinary action against the erring officers/officials. The Commission also directed the Revenue Department to file compliance report with the Commission on 18.03.2016.
