UDHAMPUR, Mar 11: District Administration, Udhampur, has launched District Development e-Monitoring Project aimed at online monitoring of developmental projects, doing away with frequent review meetings, maintaining online records and providing information about all works in public domain. The project has been planned and launched under District Innovation Fund.
e-Monitoring Project was launched during one day conference of all district officers and technical field staff of all the departments as a part of Digital India Programme of Government enabling interface between field staff and supervisory offices and keeping the public informed about works at various stages of development.
The District Development e-Monitoring Project has the components indicating financial allocation, outlays, releases, expenditures, physical progress reports, issues concerning projects’ implementation. Monthly progress reports will be submitted online before the cutoff date of 5th of every month.
The online monitoring project will host the progress reports of all the departments beginning April 2016 which will be reviewed in first week of May after cutoff date of 5th May 2016 and thereafter the process will be followed for entire financial year. The software developed for the project has option of review at the level of Ministers, Administrative Secretaries, District Development Commissioners, Heads of Departments, Superintending Engineers and regional officers of various departments. An Andorid based Mobile Application has also been developed as a part of the project which will enable the field officials to update the data and photographs from the work site.
A training module has been developed for technical and field staff which will be completed before 25th March and thereafter all the allocations and physical / financial progress will be displayed and transected online between offices. The project is also aimed at enabling all the departments for proactive disclosure under RTI Act
The project was launched by District Development Commissioner, Udhampur, Dr Shahid Iqbal Choudhary in presence of district / sectoral officers and field staff after a one-day workshop to roll out the project which was started in October 2015 and involved extensive data gathering, feedback from departments and field visits.
ADDC Arvind Sharma, CPO Rakesh Jamwal, ACD Joginder Singh Rai, PO DRDA Dr Jagdish Mehra, DIO NIC Anil Sharma, District Officers, Sectoral and Project Officers, Executive Engineers of all the departments along with AEEs AEs JEs and technical staff of field establishments attended the workshop and launching of project.
