CEC directs framing of Quality Control Committees at Sub-Division level

LEH, Sept 12: In order to ensure creation of quality infrastructure in all the sectors, the Ladakh Autonomous Hill Development Council (LAHDC), Leh has issued directions for constitution of Quality Control Committees at the Sub-Division level and made it binding on the Heads of the Departments to furnish monthly physical progress reports of the developmental works.
These directions were issued during the two-day General Council Meeting of the Hill Council held under the chairmanship of Chief Executive Councilor, Rigzin Spalbar at Council Secretariat here.
While informing the house about the framing of a Quality Control Committee for the district headed by Additional Deputy Commissioner, Tsering Murup and its purpose for monitoring the developmental works, the CEC directed all the Sub-Divisional Magistrates to constitute similar committees at Sub-Division level with the approval of Deputy Commissioner to ensure quality works.
He also directed all the SDMs to inspect every Government office at least once in a month to check the punctuality of employees. He further directed all the Head of the Departments to give monthly physical progress report to the concerned Executive Councilors, who will further submit the reports to the CEC so that Council besides keeping a close monitoring over the performances under different sectors could also accelerate the development activities by addressing genuine problems and demands of respective departments.
While discussing the Councilor Constituency Development Fund (CCDF), CEC observed that the expenditure under CCDF was not satisfactory so far and he made it clear in the house that there will be no revalidation of funds in future in case of non-utilization of the same. He urged the Councilors to ensure full expenditure within the time frame by prioritizing the works.
The General Council gave approval to carry out the preservation and promotion of rich Ladakhi art and culture under CCDF of the Councilors and said that with this decision many disappearing and fading art and culture of different parts of Ladakh could be well preserved and promoted.
About the points raised by the Councilors regarding charging of environment fee from the tourists, the Chief Executive Councilor said, “an amount to the tune of Rs 1 crore has been collected so far and it will be used exclusively for preservation and promotion of environment”, adding “with the sharp rise in tourists both domestic and foreigners the region may get adversely affected and take a reverse gear if we do not take appropriate steps for environment protection”.
The Councilor of Panamik, Tsering Angchuk moved a resolution in the house for providing honorarium to the Sarpanchs and Panchs saying that they have a huge responsibility at grass root level and without any honorarium it will be very difficult for them to deliver effectively. Later, the resolution was unanimously passed in the house.
The other important sectors discussed and deliberated in the house were Non-Conventional Energy (LREDA), Urban Development, Wildlife, Art and Culture, Municipality, Watershed, Irrigation and Flood Control, Labour Welfare, CCDF and MSDP.
