JAMMU, Mar 19: District Administration Jammu has foiled the attempt of builder mafia to cheat the innocent people in the name of a lucrative residential colony called Civil Secretariat Enclave at village Khanna Chargal.
The mafia was attracting the people for investment in colony called “Civil Secretariat Enclave” by floating an advertisement in the newspapers that they have purchased 120 kanals land in ownership right in Bajalta Jammu but in reality it is the land of village Khanna Chargal.
The issue of huge land falling under Khasra No.259 to 264 and 269 to 278 in village Khanna Chargal came to the notice of the Deputy Commissioner through an application of Zamindars filed through Mohd Yousaf Ali, son of Gammu seeking permission for leveling Banjar and other land falling under these Khasra Numbers.
While this application was under examination a fresh report was received from Tehsildar Jammu stating therein that one person namely Firdous has started raising plinths on the land and laying out plots for raising a housing colony without any permission from the Revenue Department.
It came to the fore that Firdous, a builder having a private concern in the name and style of Firdous Housing Hotel and Resorts Pvt Ltd carried out an advertisement in the newspapers with the name of Civil Secretariat Enclave.
Through the advertisement he claimed to have purchased 120 kanals land in ownership right in Bajalta Jammu where a colony of different size of plots is coming up. But, the Revenue Department found it the land of village Khanna Chargal, which has been put to use for colony purpose. It was noticed that M/s Firdous Concern was defending cause under the guise of a so-called permission obtained from the Block Development Officer, Nagrota, who is no authority to grant permission for raising colony without ascertaining the status of land use from the Revenue authorities.
During in-depth enquiry, the Deputy Commissioner Jammu, Simrandeep Singh came to know that land in Khasra Nos 259 to 264 and 269 to 278 was given to the beneficiaries in village Khanna Chargal for agricultural purposes in the year 1966 vide Government Order No.S-432 which clearly states that the land shall be used only for agricultural purposes and shall not be entitled to alienate it without the prior permission of the Government and the grant shall be liable to be forfeited if the conditions laid down under the Government order are violated.
It was established that applicant Yousaf Ali in tacit understanding with Firdous Builders has indulged in violation of the provision of Government Order No.S-432 as well as Alienation of Land Act. Further the builder has attempted to mislead the common people by advertising a colony when the same doesn’t stand cleared from the competent authorities. The builder has also attempted to befool people by projecting the location as Bajalta and by concealing the actual address of village.
Keeping all these aspects in view, the Deputy Commissioner has ordered that no part of the land falling in Khasra No.259 to 264 and 269 to 278 of village Khanna Chargal shall be alienated or transferred or any third party interest created by any of the beneficiaries or any other person or concern claiming interest in the land.
People have been advised to desist from entering into any deal with any person in respect of this land.
