DODA, Apr 2: Former Minister and senior Congress leader from Bhaderwah area of district Doda, Mohd Sharief Niaz, has demanded that Municipality and Panchayat elections should be held in scheduled time.
Addressing Congress workers at Gandoh today, Mr Niaz emphasized the role of Panchayats which has helped in resolving basic issues of the people hailing from far-flung areas of this Chenab belt and especially Bhaderwah constituency.
Niaz said that the idea and the Article of the Constitution which declared that ‘the State shall take steps to organize Village Panchayats and to endow them with such powers and authority as may be necessary to enable them to function as the units of self-Government,’ paved the way for the introduction of Panchayati Raj—a scheme of ‘democratic decentralization’ in India which is one the biggest achievements of Congress.
Establishing a healthy Panchayati Raj system is democratic renewal through reorganizing the power structure that brings the Government closer to people. It has been seen as a means to deepen democracy, make governance accountable and responsive. Not only would it enhance the effectiveness of public policies and service delivery, but also give greater voice to the general public.
He expressed concern over the deplorable condition of essential services like electricity, water schemes and roads in almost all areas of Bhaderwah constituency. Niaz said that despite having all resources and most of the power projects in Chenab region people are still not being provided with adequate electricity.
Niaz said that alliance of BJP –PDP was intact right from the beginning and the so called differences which they were trying to show were just an attempt to divert the attention from the failure of governance ever since new Government was formed. He said that the BJP – PDP have no agenda of alliance and they have befooled people for votes.
