Railway officers’ delegation calls on Dr Jitendra

NEW DELHI, May 4: A delegation of Railway Officers led by the Federation of Railway Officers’ Association (FROA) called on Union Minister of State (Independent Charge) for Development of North Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances, Pensions, Atomic Energy and Space, Dr Jitendra Singh here and requested him for his intervention to resolve some of their issues relating to promotion and empanelment.
In a memorandum submitted to Dr Jitendra Singh, the members of delegation led by FROA President, K. Swaminathan and Secretary General R.N. Singh said that Railway Officers feel demoralized due to delay in the cadre review of Group-A Railway Services. According to them, the last cadre review of Railway Services was undertaken about 10 years back and as per the recommendations of 6th Central Pay Commission, the fresh cadre review should have been completed in 2009-10. As a result of this delay, they said, there has been a protracted stagnation in getting promotion to Joint Secretary level and Additional Secretary level, whereas officers from most of the Central Services and All India Services get promoted to these grades in much shorter span of time.
The memorandum submitted by the delegation noted that the Department of Personnel & Training (DOPT) had raised some observations about “work charged posts” in the proposal submitted by Railway Ministry but the fresh delegation in this regard has again been reiterated by the Ministry of Finance in July last year.
The members of delegation claimed that the various queries raised by DOPT in relation to “work charged posts” had been duly replied and therefore requested that the cadre review proposals may be cleared as early as possible with the intervention of MoS DOPT.
Requesting for a sympathetic view, the memorandum submitted by the delegation also observed that on account of delay in promotions, the railway officers are suffering from agony due to financial loss, demoralization and stagnation.
Dr Jitendra Singh gave a patient hearing to the members of delegation and said that he will issue directions to the concerned to follow up their case.
