Policy to regularise illegal colonies in 6 months: Govt

SRINAGAR, May 28: Government today said a comprehensive plan will be framed within six months regarding the regularisation of colonies and the elected representatives will be taken on board.
In reply to a question of MLA Sat Paul Sharma in Lower House, Minister Incharge, Housing and Urban Development and Deputy Chief Minister, said there are 31 JDA and 18 Housing Board regularised colonies in Jammu. “There are 21 un- authorised colonies in the jurisdiction of JDA/JMC and proposal for regularisation of these unauthorised colonies is under consideration of Government from 2014 but due to intervention of court  it came to  halt,” he said.
In respect of one un-authorized colony namely Channi Rama, Jammu under J & K Housing, a survey of 1502 kanal was conducted in 2011, the Minister said. The High Court passed an order and stayed the process of regularisation and directed to frame the policy for regularising the colonies and the policy so framed shall be placed before the High Court and therefore regularisation can be taken, he stated.
The Minister further revealed that there was no approved scheme in Srinagar Development Authority for establishing of Housing Colonies for the homeless families in Srinagar City at this stage. “Under Housing For All there is provision for addressing homeless people and it will be done in four components including in-situ slum re-development, affordable housing through credit linked subsidy, affordable housing in partnership and subsidy for beneficiary led individual house construction,” he said.
The Minister stated that as temporary measures the department is constructing shelters for urban houseless under NULM which will be used as night shelters by houseless, widow, destitute, attendants of patients, working women and the ownership of these shelters will be with the State Government.
“Construction of two shelters, one at Jammu and other at Kupwara has already started and construction of three more shelters at Kathua, Anantnag and Reasi has been approved for which DPRs are under preparation. The identification of land for construction of such shelters in other urban areas is also in process,” he added.
