NEW DELHI, June 1: Union Minister of State (Independent Charge) for Development of North Eastern Region (DoNER), Minister of State (Independent Charge) for Youth Affairs and Sports, MoS PMO, Personnel, Public Grievances, Pensions, Atomic Energy and Space, Dr Jitendra Singh today presented certificates of merit to the first 20 All-India toppers of IAS / Civil Services Exam, 2015, the results of which were declared recently.
Among those who received the certificates were Tina Dabi, Athar Aamir Ul Shafi Khan, Jasmeet Singh Sandhu, Artika Shukla, Shashank Tripathi, Ashish Tiwari, Sharanya Ari, Kumbhejkar Yogesh Vijay, Karn Satyarthi, Anupam Shukla, Anurag Chander Sharma, Ashish, Siddharth Jain, Kirthi C, Pratap Singh, Shrikrishnanath B Panchal, Amit Pal, Anshul Gupta, Sweta Agarwal and Vipin Garg.
Speaking on the occasion, Dr Jitendra Singh said that in the last two years, the Department of Personnel & Training (DoPT) has started the practice of inviting the first All-India 20 toppers of Civil Services Examination for an interactive meeting and felicitating them with certificates of merit on behalf of the government. He said, this practice has not only helped in familiarizing the new entrants into services with the senior officers in Government of India but also helps them to seek clarification on their queries and doubts about the nature of job to be taken up.
Dr Jitendra Singh also informed that the process of allocating different State cadres to the young officers will be completed soon and said that even though DoPT always tries its best to accommodate the preferences of individual candidates, but it may not always be possible. He said, the cadre allocation process follows a very methodical and foolproof procedure depending upon number of factors including the availability of vacancies keeping in consideration the 66:33 % ratio of outsider : insider officers. The process is absolutely transparent and accessible by individual officers,he said.
As far as the cadre change is concerned, Dr Jitendra Singh said, from time to time there are requests for cadre change particularly when husband and wife happen to be allocated different State cadres. In such cases, he revealed, the two members of the couple can be allocated the cadre of one of the spouses, but other than the home cadre.
Dr Jitendra Singh wished the young officers a fruitful term at the Lal Bahadur Shastri National Academy of Administration (LBSNAA), Mussoorie, where they are going to join their training course shortly.
Meanwhile, Dr Jitendra Singh also informed that Baswan Committee appointed to revisit the pattern and syllabus of Civil Services Examination is also expected to submit its report in the next few months.
Among those present on the occasion were Union Secretary (Personnel) Sanjay Kothari, Establishment Officer Rajiv Kumar, Additional Secretaries T. Jacob & Sanjeevani Kutty and other senior officers.
