JAMMU, June 7: Incharge School Education Officers and Lecturers Forum (ISEOLF) held a meeting under the chairmanship of Amar Nath Thakur, State Chairman, and discussed the long pending demand of the regularization of officers.
The meet lamented that the School Education Department has not constituted the committee for clearing the DPC cases of all cadres, who are working in the Incharge capacity till date, since 2007.
The meet observed that as per Article 85 of the J&K CSR Own Pay and Grade (OPG) arrangements can not last beyond six months but School Education Department in blatant violation of rules and spirit of judgement of the apex court passed in the case titled Suraj Parkash and others versus State of J&K and others, Government order No. 743-GAD of 2007, SRO 166 GAD of 2005, SRO 481 education of 2010 dt 30-12-2010, SRO 252 HE 2012 continuing OPG policy is unfair and detrimental to leftout cases and result into litigation and invariably adverse orders from the Court. PSC in its report 2016 has also blamed all departments in this regard, which must be taken seriously and all orders and SROs must be implemented in letter and spirit, the meet demanded.
Thakur, in his address, said more than three thousand incharge officers and lecturers are working in the incharge capacity and hundreds of them have retired and died, now striving for regularization for their no fault.
He urged Directors of School Education and Commissioner Secretary to display all the data of incharge officers and lecturers on the official web site so that those whose particulars are wrong or those whose files are not available may submit their files within a prescribed period of time for regularization.
Others, who spoke in the meeting, included Pushp Raj Kali Dass, Tara Mani, Bansi Lal, Ashwani Sharma, Manohar Singh, Joginder Kumar, Romesh Kumar and Mohd Rafiq Wani.
